Former TDC Director talks on management

Mr Michael Sze Cho-cheung, a former civil servant and former Executive Director of the Hong Kong Trade Development Council (TDC), gave a presentation on "Civil Service in Transition: Challenges and Opportunities" as part of a series of Management Development Programme talks organised by Training Wing.

Attending the talk were 220 officers, including Commissioner Lee Ming-kwai, Senior Directorate Group members and other senior officers.

In his talk, Mr Sze spoke of his experience in leading a public organisation after serving the Civil Service for more than 25 years. He also shared his observations of the public's expectations of the Civil Service, and his personal views on the "HK Ministerial System".

Mr Sze discussed some topical Civil Service issues that have a strong public interface, including the 0-3-3 pay cut scheme; the pay level and benefits review; and his own experience in handling issues of a similar nature at the TDC.

Mr Sze's presentation was well received by the audience, who was impressed with his insights into the application of strategic management and crisis management skill in the commercial world.
