"Naked Chat Blackmail" is commonly referred to cases in which victims acquainted with strangers through social media platforms and were later lured to expose their naked bodies or pose lewd sexual acts. During this process, swindlers used web-camera to record the indecent acts and then forced the victims to pay a ransom. The swindlers also threatened to post the indecent videos on social media platforms if the victims did not pay up.
In view of the uprising trend of "Naked Chat Blackmail", Commercial Crime Bureau (CCB) initiated Operation GLOBALTEE in October this year to tackle the problem. In the operation, CCB adopts a four-pronged approach with focuses on intelligence analysis, enforcement, liaison with stakeholders and education and publicity.
To enhance publicity on "Naked Chat Blackmail" cases, especially those victimising young persons, CCB is working closely with the Hong Kong Council of Social Service (HKCSS).
On December 13, CCB Inspector Lam Oi-yu gave a presentation on "Naked Chat Blackmail" to HKCSS members in a bid to make social workers working with youths and schools more aware of the problem.
CCB hopes that social workers specialising in youth services would alert their clients to the potential danger in the cyber world.
