The Vice-Minister of Public Security, Mr Chen Zhimin, led a Mainland delegation to attend the 22nd Bilateral Meeting Since Reunification Between Mainland Public Security Authorities and Hong Kong Police Force at Police Headquarters on January 23 and met Commissioner Tsang Wai-hung and other senior officers.
Ever since May 1998, the Ministry of Public Security (MPS) and the Force take turns to host the Bilateral Meeting on an annual basis for exchanging views, addressing issues of mutual concerns and proposing improvements in order to strengthen co-operation.
The Mainland delegation comprised key officials from various MPS bureaux, Guangdong Provincial Public Security Department, Shenzhen and Zhuhai Municipal Public Security Bureaux, and Anti-Smuggling Bureau of the General Administration of Customs. The Force delegation comprised the senior officers in charge of Crime Wing, Operations Wing, Police College and Liaison Bureau.
At the meeting, both parties reported the crime situations in the Mainland and Hong Kong and reviewed the achievements of co-operation in 2013. Discussions focused on police liaison, training exchange programmes, border control, criminal investigation, cyber security, legal co-operation, cross-boundary crimes, and measures to combat narcotics and terrorism. Both parties agreed to enhance co-operation and information exchange in areas of mutual concern. The Bilateral Meeting succeeded in laying a solid direction for law enforcement work in the year to come.
The increasingly integration of the Mainland and Hong Kong has brought unprecedented challenges for the law enforcement agencies in the two places. In this context, it is hoped that both parties would continue to work closely for a brighter future.
