With arrangements made by Police College, a Force Delegation, led by Chief Inspector San Tze-kin and comprising two Senior Inspectors, two Sergeants and six Constables, visited the Danish National Police (DNP) from January 6 to 10.
The delegation not only focused on the theme of the study visit, Policing Strategies in Public Order Event (POE), but also looked into the effectiveness of the Aging Community and Traffic Management and Cycling Strategies. The visit offered the delegation members a platform to tap the knowledge and experience of the DNP and understand the challenges the DNP are facing.
The delegation first visited the Danish Police College in Copenhagen. A guided tour of the campus was arranged, followed by a briefing on the college's organisation and the reform of police training that took place in 2007.
The delegation then visited a local police station and met frontline commanders experienced in handling POE. For policing POE such as the 15th United Nations Climate Change Conference (Copenhagen Summit) in December 2009, the DNP adopted a friendly approach by deploying "Dialogue Officers" to communicate with protestors and convey messages to police commanders. The delegation was also briefed on the use of the mobile tactical principles and equipment devised by the DNP for tackling riots. The principles and equipment have been widely promoted across the European Union.
The delegation members were most impressed by the comprehensive and well-developed Cycling Strategy initiated by the City of Copenhagen. With an ambition of achieving zero carbon emissions by 2025, the city has developed a vast network of safe and segregated bike lanes criss-crossing the city. About 36 per cent of the population choose bicycles as a major means of daily transport, yet a low accident rate of one serious accident per 4.1 million kilometres is maintained.
The DNP has played a key role in offering professional guidance and advice for implementation of overall bicycle strategies. It has formed a cycling patrol unit in Copenhagen to serve as a mobile resource for conducting anti-crime patrols, responding to emergency calls, and enhancing community relationship.
