New Territories South (NTS) recently rolled out a two-pronged approach to assist supervising officers in discharging their duties of supervising and supporting subordinates. The approach represents one of NTS's initiatives to support the Force Strategic Direction 2, "Enhancing Personal and Professional Qualities of Force Members" for 2014-16, and the associated Strategic Objective, "To strengthen professionalism and acceptance of responsibility and accountability at all levels".
The first step is to help officers at Inspectorate and above ranks to understand their roles and responsibilities. Incorporating Service Quality Wing's Central List of Supervisory Checklists into NTS local needs, two supervisory checklists, one related to rank and the other to post, will be up loaded to NTS Regional Website through the following hyperlink (

TWDIST Miscellaneous Enquiries Sub-unit Commander, Senior Inspector (SIP) Tong Pak-suen, whose team assisted in drafting the checklists, pointed out that the checklists provide a one-stop platform to users. SIP Tong and her team were delighted that the Regional Management endorsed the concept and that the post-related checklist would be attached to handover reports in the Region for smooth succession.
The second step is to enhance supervision in the four vulnerable areas identified in audit inspections by promulgating the following Regional Quarterly Focuses, which will lead to concerted actions at all ranks without excluding other routine duties.
1st Quarter - Police Notebook
2nd Quarter - Police Arms and Ammunition
3rd Quarter - Handling of Property
4th Quarter - Occurrence Book
In each quarter, there will be publicity through posters, banners, forums and internal communication channels. Station Sergeant Chung Kam-wa from Road Safety Office of Traffic NTS welcomed the initiative to refresh the memory of frontline officers who might be so accustomed to daily duties that they would overlook orders and instructions.
The two-pronged approach, coupled with the upcoming Living-the-Value Wave VIII workshop on "Professional Responsibility and Accountability", would hopefully implant important values in NTS officers and enhance the quality of services to the community.
