The Chairman of the Independent Police Complaints Council (IPCC), Mr Jat Sew-tong, and 16 council members, accompanied by IPCC Secretary-General, Mr Ricky Chu, visited Kowloon Regional Command and Control Centre (RCCC K) and Yau Tsim District (YTDIST) on April 30 to get first-hand information on the operations of RCCC K and "999" Reporting Centre as well as policing of late night violence incidents.
 
Accompanying the IPCC members on the visit were Director of Management Services Lau Yip-shing, Assistant Commissioner (Service Quality) Peter Morgan and Complaints & Internal Investigations Branch Chief Superintendent Evelyn Lam Man-sai.  
 
The visit was divided into two parts. The IPCC members first arrived at Kowloon Regional Headquarters, where they were briefed on the operation of RCCC K and how emergency calls to the "999" Reporting Centre were handled. The visit gave the guests a better idea of the roles of a Police Command and Control Centre.
 
In the second part of the visit, the IPCC members called at YTDIST, where they were greeted by Deputy District Commander Siu Kit-hung.  They were given a presentation on the late night violence situation in Yau Tsim District and how the District went about policing the related incidents. 
 
Following the briefing was an open forum, in which the IPCC members met officers from Patrol Sub-unit, District Investigation Team, District Anti-triad Section, Miscellaneous Enquiries Sub-unit and Regional Police Tactical Unit. The IPCC members lent an eye to the problems, difficulties and challenges the officers came across in their daily chores. Whilst recognising the Force as a world-class law enforcement agency, the guests encouraged the officers to exercise restraint and to display professionalism when handling a confrontational situation.
 
The highlight of the visit came after midnight when the IPCC members joined officers in conducting licence checks on several upstairs liquor licensed premises in Yau Tsim District.
