"If I were the commander, I would use this method to solve the problem." This thought might often pop up in the mind of a frontline officer when he or she has a policing problem in hand.
To promote empowerment and participation of frontline officers through operational planning and problem-solving, the present Strategic Direction (SD) 4.1 Project will be further expanded and a bottom up approach will be taken to explore tools to empower frontline officers so that they would discharge their duties more confidently and professionally.
On May 14, four sub-working groups came into being, formed by officers from Marine, District Investigation Team, Traffic and Uniform Branch and comprising mainly Junior Police Officers.
The Project Manager of SD 4.1, Marine Regional Commander Chiu Wai-yin, briefed the group members on the objectives and goals of the project and thanked them for participating in the sub-working groups. Ms Chiu emphasised that through the identification and deliberation of different initiatives, frontline officers would develop a greater sense of purpose and have more job satisfaction.
After Ms Chiu's briefing, the sub-working group convenors and members had an initial discussion and generated many useful ideas.
