Shamshuipo District (SSPODIST), with the support of Shamshuipo District Fight Crime Committee (DFCC) and District Councillors, has entered into an "Apliu Street Hawkers' Charter" with the Apliu Street Hawkers' Association for establishing an effective network in crime prevention. Under the Charter, the stall operators and hawkers on the street will become "guardians" and provide crime information on designated police hotlines.

A launching ceremony for the Charter was held on July 8 on Apliu Street, where SSPODIST Commander Tam Chak-hang and Shamshuipo DFCC Chairman, Dr Cheng Kam-chung, presented the Charter to the Chairperson of the Apliu Street Hawkers' Association, Ms Lee Siu-mei, formally marking the founding of the Charter. 

It did not take long for the Charter to produce results. On July 11, just three days after the launching ceremony, officers of Shamshuipo Division's Task Force Sub-unit, acting on information provided by a member of the Charter, apprehended a thief active on Apliu Street. In reciprocal of active participation, support and contribution, SSPODIST presented on July 18 letters of appreciation to the Apliu Street Hawkers' Association and the member who had provided information leading to the arrest. 

The idea of the "Apliu Street Hawkers' Charter" originated from the good practices sharing of Kowloon West Region's Knowledge Management and the successful experience of Yaumatei Division's "Temple Street Merchants' Charter".  SSPODIST selected Apliu Street as the first trial for motivating hawkers to help police prevent and fight crime.  So far, response to the Charter has been overwhelming and over half of the 208 stall operators have signed up for the Charter.
