Under the arrangement made by the VIP Protection Department of the Ministry of Public Security, an Operations Wing delegation visited Boao, Hainan, between March 25 and 29 with the purpose of studying the preparation and execution of the Boao Forum for Asia Annual Conference 2015, a major security operation carried out by their Mainland counterparts. The six members of the delegation, led by Superintendent Yeung Man-pun, came from Operations Division, Key Points and Search Division (Force Search Unit) and Counter Terrorism Response Unit.
Escorted by officials of the Explosive Disposal and Security Screening Centre, the delegation visited the Conference Security Command Centre, Venue Command Centre, Hotel Command Centre, Traffic Command Centre and Vehicle Checkpoint. They were also briefed on various operation areas, such as venue search, crowd management, counter terrorism, command structure, manpower deployment, traffic arrangement, media arrangement and application of technology.
The delegation members were particularly impressed by the extensive application of high-end technology in monitoring, controlling and diverting traffic and crowds. In addition, the coordination among the individual command centres was strengthened by the use of video conferencing facilities, making flexible and effective deployment of manpower possible under different circumstances. Crowd management and security screening were also enhanced with the use of Radio Frequency Identification technology.
The delegation members not only benefited from their Mainland counterparts' experiences of organising large-scale international conferences, but also strengthened liaison and established friendship.
