'Detective Plus' decodes Fa Yuen Street Fire


The "Detective Plus" Detective Casebook Series No.10 concerning investigation of the Fa Yuen Street Fire was held earlier at Police Headquarters. Former officers of Regional Crime Unit Kowloon West, using models of the scene and the buildings in Fa Yuen Street, shared their experiences with the audience.


Senior Superintendent Brian Lowcock talked about the strategic deployment of officers and co-operation with the media as a Crime Manager. Chief Inspector Ivan Leung covered the learning points and areas of improvement from his perspectives as an Officer-in-charge of the case, while Senior Inspector Issac Tong referred to the parallel investigation for the death inquest and co-operation with different government departments. Sergeant Leung Kwok-bun also spoke of the hardship he had faced in the investigation and collection of evidences at the scene.


The sharing session attracted over 100 officers from various crime units, including mentors and mentees from the Crime Officers Mentorship Programme.


After the sharing session, "Detective Plus" Knowledge Management (KM) Champion, Senior Superintendent Wyman Lee, impressed the audience on the importance of KM, encouraged them to participate in KM activities and urged them to share with fellow officers the knowledge they had gained from the session.


This experience sharing series is held every two months under an informal and relaxing ambience. It will cover topics meeting the needs of detectives with different knowledge levels and backgrounds, with a view to promoting knowledge transfer and cultivating a learning culture among crime stream officers.
