Police College has been focusing on generic training to make officers more aware of the needs of Mentally Incapacitated Persons (MIP). The training started with Non-commissioned Officer (NCO) trainees and has been extended to training for Probationary Inspector and Recruit Police Constable.


Training sessions were delivered by the Hong Kong Autism Awareness Alliance, Fu Hong Society, Department of Health, Hong Kong Lutheran Social Service, SILENCE and HK Federation of the Blind.


In October, Dr Fan Tak-wing, Chairman of Hong Kong Autism Awareness Alliance gave a lecture to NCO course trainees and Police College staff. Also present were Assistant Commissioner (Support) Lam Man-wing, who is Chairman of the Working Group to Review Handling of MIP, and Senior Police Clinical Psychologist, Dr Lau Kam-lun. Dr Fan spoke of the ways to establish basic contact and communication with a MIP, enhancing the trainees' awareness of the subject matter and boosting their professionalism.
