Members of the Force's secondary duty cadres possess different kinds of expertise, which are valuable assets to the Force. In a bid to capture their functional competencies and formally recognise their contributions, a Biennial Report Form (BRF) will be launched in the Personnel Information Communal System II (PICS II) on January 1, 2016.

Under the arrangement, cadre members at Inspector/Senior Inspector rank and below (except Officer-Commanding and Deputy Officer-Commanding) will be appraised via the BRF on a biennial basis, i.e. one BRF every two years. The appraising officer will be the supervisor of a cadre.
