With a view to fostering regional co-operation in combating organised crime and money laundering, the Financial Investigation Division and Joint Financial Intelligence Unit of Narcotics Bureau (NB) joined hands in organising a financial investigation course for the Singapore Police Force in Singapore in November and in Shenzhen in December for Narcotics Control Bureau of the Ministry of Public Security.
In the "Financial Investigation Seminar cum Workshop" held in Singapore from November 24 to 27, Senior Inspectors Ho Yui-kuen, Fung Pui-kei and Hon Shing-ho, all from NB, conducted a training course for over 200 officers from the Singapore Police Force, Corrupt Practices Investigation Bureau, Inland Revenue Authority and Attorney General's Chambers of Singapore. The course mainly covered basic skills in money laundering investigation, management of financial intelligence, analysis of financial documents and international co-operation.
Between December 1 and 4, NB and the Narcotics Control Bureau jointly offered, for the first time on the Mainland, a tailor-made financial investigation training programme in Shenzhen for over 100 Mainland police officers specialised in drug enforcement from Guangdong, Guangxi, Hunan, Sichuan and Yunnan provinces in order to boost their knowledge of financial investigation and asset recovery skills in drug trafficking investigations.
Besides NB officers, other speakers from the Mainland, Hong Kong and Macao also shared their experiences of drug-related financial investigation and asset confiscation, including counsels from Department of Justice, investigators from Judiciary Police of Macao and analysts from China Anti-Money Laundering Monitoring and Analysis Centre.
The training course provided a platform for police officers from the Mainland and Hong Kong to exchange views and discuss problems of drug-related financial investigation and to foster mutual understanding and co-operation.
