Keeping with tradition and to protect life and property during the festival season, more police districts and divisions have stepped up Winter Precaution measures. The followings are the major measures.
KTDIST
Kwun Tong District (KTDIST), in conjunction with Kwun Tong District Fight Crime Committee (KT DFCC), KTDIST Senior Police Call (SPC) and Junior Police Call (JPC), launched the Winter Precaution Fight Crime Publicity Campaign at two shopping centres.
The campaign kicked off with words of encouragement from KT DFCC Chairman, Mr Chow Yiu-ming, who praised KTDIST and the local community for their joint effort to combat crime in the past year. KTDIST Commander Barry Smith took the opportunity to thank the community for their support and called for more attention to the safety of homes, shops and personal property as well as burglary, theft and phone and web scams. Mr Smith, Mr Chow and KT DFCC members also distributed anti-crime fliers, Chinese spring scrolls and souvenirs to shops and residents.
KTDIST has also extended its anti-burglary project, "Operation HillCastle", to urban area from Tseung Kwan O. Supported by Mr Chow, and Dr Lam Ching-choi, Chairman of Sai Kung DFCC, the latest initiative, known as "Operation HillCastle PLUS", now also covers the public housing estates in Kwun Tong.
To mark the extension on December 18, officers from both Kwun Tong and Tseung Kwan O Divisions distributed anti-burglary window locks at the public housing estates in Kwun Tong and Tseung Kwan O, and called on both residents and estate security personnel to remain vigilant to crime during the festive season.
YTDIST
On January 22, Yau Tsim District (YTDIST) Commander Kwok Pak-chung, joined by the Chairman of Yau Tsim Mong DFCC, Mr Chan Siu-tong, and members and Yau Tsim Mong District Council and YTDIST SPC, drove crime prevention messages home in Yau Ma Tei Jade Market, Canton Road and Bowring Street, and called on the public to remain more vigilant to crime during long holidays. The party also handed out fliers on security of homes and shops to shoppers, tourists and shopkeepers.
WTSDIST
Acting Assistant District Commander (Operations) of Wong Tai Sin District (WTSDIST) Tam Man-hoi joined officers from Uniform Branch and Police Community Relations Office (PCRO) as well as SPC members in conducting an anti-crime publicity drive in housing estates on December 29, handing out anti-burglary fliers to residents.
TPDIST
Tai Po District (TPDIST) rolled out Winter Precaution Campaign in Tai Po and Sheung Shui on January 13 and 15, handing out crime prevention leaflets and souvenirs to remind the public and shopkeepers to pay more attention to the security of their homes and shops as well as extortion and deception.
Local community leaders supported the campaign when Mr Kwok Wing-keung, Chairman of Tai Po DFCC, Mr Yuen Bong-yiu, Chairman of North DFCC, Mr Cheung Hok-ming, Chairman of Tai Po District Council, Mr So Sai-chi, Chairman of North District Council, as well as SPC and JPC members joined District Commander Patrick Laidler in the campaign.
SMPDIST
Headed by Sau Mau Ping District (SMPDIST) Commander Yuen Yuk-kin, officers teamed up with Kwun Tong and Kowloon City District councillors, DFCC members, SMPDIST JPC Honorary Presidents and volunteers from JPC and SPC to kick off Winter Precaution with a bus parade on January 9.
During the parade, crime prevention messages were broadcast on the way to remind residents to safeguard their property. At the same time, the party visited several housing estates and shopping centres to distribute Chinese New Year scrolls and red packets to remind residents to watch out for crimes during the Chinese New Year period.
TMDIST
Led by Tuen Mun District (TMDIST) Commander Iain McNicol, TMDIST PCRO, New Territories North Regional Crime Prevention Office, TMDIST Patrol Sub-unit, Tuen Mun SPC and Tuen Mun JPC staged a year-end Fight Crime Bus Parade to alert the public to quick cash crimes, theft, burglary, robbery and technology crimes. Pitching in for this publicity drive were Tuen Mun DFCC Chairman, Mr Lothar Lee, committee members and Non-ethnic Chinese leaders.
The bus parade headed for San Hui and Yan Oi Market to distribute anti-crime fliers, posters and souvenirs, and broadcast fight-crime messages.
YLDIST
Yuen Long District (YLDIST) held "Winter Precaution Promotion Day cum Fight Crime Ambassador Appointment Ceremony" in conjunction with Yuen Long DFCC and Yuen Long District Council on January 15.
YLDIST Commander Wilson Fok, Yuen Long DFCC Chairman, Mr Lee Yuet-man, Yuen Long District Council Chairman, Mr Shum Ho-kit, Assistant District Officer, Mr Steve Wong, and three police divisional commanders presented certificates to about 70 SPC members and Non-ethnic Chinese, appointing them Fight Crime Ambassador. Following the appointment, the officiating guests and fight crime ambassadors distributed crime prevention fliers and souvenirs to shops and pedestrians.
