With the launching of an annual reciprocal exchange programme by the Hong Kong Police and the National Crime Agency (NCA) of the United Kingdom (UK) in 2009, Senior Manager of NCA's Economic Crime Command Chris Bostock came to Hong Kong from March 14 to 24 this year and has been attached to various crime bureaux to share his experiences on policing practices, in particular economic crime policing.
Under the exchange programme, the Crime Wing and NCA take turns to second a superintendent rank officer to each other's organisation for a two-week attachment every year.
During Mr Bostock's attachment, the Commercial Crime Bureau (CCB) made arrangements for Mr Bostock, as the Head of the Operation Group of the UK Joint Money-Laundering Intelligence Taskforce (JMLIT), to meet key stakeholders of the local financial sector. Mr Bostock took the opportunity to introduce the JMLIT mechanism to the Hong Kong Monetary Authority, the Hong Kong Association of Banks and the Office of the Privacy Commissioner for Personal Data. He also conducted an experience sharing session with officers from CCB as well as the Financial Investigations Division and Joint Financial Intelligence Unit of the Narcotics Bureau.
The attachment has fostered bilateral ties between the Force and NCA, thereby strengthening the network for further co-operation.
