Crime Wing of Kowloon East (KE) Region launched Project RUBYARROW in April to raise the professional standard of security personnel, encourage them to assist the Force in the prevention of burglary and criminal damage cases, and enhance communication between the Force and the security sector.


Under the project, Regional Crime Prevention Office (RCPO) KE organises regular seminars for managerial officers and frontline staff of the security sector respectively about crime trends and the latest security measures.


District intelligence units will also study individual cases to find out whether they have anything to do with the performance of the security personnel, and may issue a letter of compliment or warning accordingly. If five warning letters have been issued to the same building within three months, the case will be referred to RCPO KE which will issue a warning letter to the respective security company and send a copy to Police Licensing Office and Crime Prevention Bureau for reference in the renewal of the company's licence.


Over 40 senior managerial officers of property management and security companies joined a briefing of Project RUBYARROW on April 27. After Superintendent (Administration and Support) of Crime KE Ng Chi-chung gave a welcoming speech, Regional Crime Prevention Officer KE Ng Shu-hung and Acting Chief Inspector of Regional Intelligence Unit KE Cheng Chak-yan explained to the participants the enforcement of the project and crime prevention advices respectively. It was agreed at the briefing that an electronic platform would be set up for dissemination of crime information and gathering of intelligence. Assistant Divisional Commander (Operations) of KE districts also attended the event to build up a partnership with the security sector.
