A forum on "Community Policing and Problem-solving Policing: Performance and Evaluation" was held by Service Quality Wing on June 17, during which Director of Management Services Li Kin-fai, Working Group Chairmen of Key Projects under Strategic Direction 1 "Engaging the Community", Regional and District Commanders as well as the management of the Police College had a fruitful exchange of ideas with Prof Malcolm Sparrow of the Practice of Public Management, Harvard's John F Kennedy School of Government.
Prof Sparrow mentioned his book entitled "Handcuffed – What holds policing back, and the keys to reform", in which he noted that the core ideas of community and problem-solving policing failed to thrive in some overseas police departments. He believed that police officers need to grasp the fundamentals of ensuring public safety and public co-operation as their primary goals.
