The Deputy Head of the Intelligence Department of the Financial Conduct Authority in the United Kingdom (FCA UK), Ms Felicity Johnston, and her colleague, Ms Vijay Emmerson, visited the Commercial Crime Bureau (CCB) of the Hong Kong Police Force on February 27.
Ms Johnston shared FCA's experience on the development of the Joint Money Laundering Intelligence Taskforce (JMLIT) from a regulator's perspective. The visit fostered a closer relationship between FCA and CCB for future collaboration.
Adapted from the UK JMLIT's model, CCB is establishing a financial intelligence exchange mechanism, named the Fraud and Money Laundering Intelligence Taskforce (FMLIT), in partnership with the Hong Kong Monetary Authority and the Hong Kong Association of Banks. This public-private partnership approach would help fill intelligence gaps and enhance Hong Kong's capabilities in detecting financial crimes and money laundering.
