The Operations Wing (OPS) ran the 12th Incident Command Course (InCC) from February 20 to March 1 to enhance the command capabilities of senior officers in tackling various types of incidents. In addition to the traditional five-day module on terrorist and major incidents, a three-day module on public events had been added to strengthen officers' policing skills and qualities on handling public events and internal security contingencies.


Twenty-two officers from the rank of Superintendent (SP) to Chief Superintendent, together with four members of the Counter Terrorism Emergency Coordination Team coming from other government departments, attended the first module of the InCC on terrorist and major incidents.


Officiating at the opening of the InCC, Director of Operations Tang Ping-keung stressed that the Force Senior Management has placed great emphasis on ensuring that the Force takes all necessary steps to prepare for major incidents, terrorist attacks or large-scale public events.


In each of the modules, speakers from the Force, Security Bureau, Hospital Authority, Fire Services Department and Transport Department, and Mr Niels Witterholt of the National Police of the Netherlands shared their experience in handling major incidents and public events. The course also covered panel discussions and visits to the Goverment's main security command centres.


To reinforce the participants' learning experience, a number of tabletop exercises and a series of large-scale exercises covering major incidents, terrorist attacks, public events and internal security scenarios were conducted. Over 600 Police Tactical Unit (PTU) officers and Recruit Police Constables participated.


Deputy Commissioner (Operations) Lau Yip-shing presented certificates to the participants at the end of the InCC. He concluded that the course had provided an excellent opportunity for the participants to strengthen their knowledge, tactical awareness and decision-making skills.
