Over 260 award winners and representatives of various police formations attended the Project Lighthouse II – Video Dubbing Competition Presentation Ceremony on April 6, with Commissioner Lo Wai-chung, Deputy Commissioner (Operations) Lau Yip-shing, Deputy Commissioner (Management) Chau Kwok-leung, Director of Management Services Li Kin-fai and Member of the Independent Police Complaints Council (IPCC) Ir Prof Vincent Ho as the officiating guests and IPCC Member Ms Au Chor-kwan as a guest of honour.
Mr Lo reiterated that as frontline officers execute their duties, some of them would encounter members of the public who express their discontent in a radical manner. Some people would make video recording of these scenes and upload the videos onto the Internet, posing challenges to the officers. In this regard, the Complaints Against Police Office (CAPO) rolled out Project Lighthouse I and II in 2013 and 2016 respectively with a view to enhancing the professionalism of frontline officers in handling confrontational situations and reducing complaints.
The Video Dubbing Competition received an overwhelming response of 120 entries. The participants made a dubbing of the three video footages produced by CAPO under the themes of Uniform Branch, Crime and Traffic Officers. The adjudication panel selected 38 officers as winners of individual and team awards, including the Merit Award, the Best Award, the Best Participation Formation, the Funniest Dubbing Video, the Best Dubbing Voice, the Best Actor and the Grand Award.
On behalf of the winner of the Grand Award, Team K4 of CAPO (Kowloon), Station Sergeant Chui Yiu-wing said that the competition could indeed inspire frontline officers to think more about how to respond effectively to confrontational situations in order to avoid complaints.
