The Travel Secretary of the International Police Association Hong Kong Section (IPA HK Section) , retired Station Sergeant Chan Kim-ming, attended the 62nd World Congress of IPA at Albena, Bulgaria from September 19 to 24 to discuss the future development of IPA and other issues of common concern with delegates from 68 countries and regions.
The World Congress was opened by the International President of IPA, alongside with Deputy Minister of the Interior of Bulgaria and Deputy Chief of Bulgarian National Police Service. The HK delegate, Mr Chan, met with police officers from other countries and exchanged views with them on IPA. After the congress, two other members of the HK Section joined an excursion in the Friendship Week organised by the IPA Bulgaria Section.
Made up of serving and retired police officers from around the world, the IPA is a non-governmental organisation with Consultative (Special) Status with the Economic and Social Council of the United Nations. It is committed to promoting universal friendship amongst its members through respect for human rights.
Mr Chan has been an IPA member for over 12 years and it was the third time for him to attend the IPA World Congress on behalf of HK. He said after the 2017 congress, "Joining the IPA brings sparkles to my life. I enjoy interacting with police officers from different countries even after my retirement."
