To enhance the Force's capability in dealing with any possible incident related to the Guangdong Nuclear Power Station (GNPS) at Daya Bay, the Exercise and Audit Division under the Major Incidents Bureau (MIB) of Operations Wing co-ordinated a Force-level tabletop exercise at the Police Headquarters on November 24.


The participants of the exercise were commanding officers from six Regions, the Operations Bureau, Explosive Ordnance Disposal Bureau, Police Public Relations Branch as well as Complaints Against Police Office in its capacity of Casualty Enquiry Unit.


With reference to the last inter-departmental exercise, codenamed "Checkerboard", the exercise simulated a series of scenarios relating to serious off-site accidents at the GNPS to test the participants' command and response abilities. It critically examined the participants' knowledge about their roles and responsibilities in the incidents according to the Government's Daya Bay Contingency Plan as well as the Commissioner's Order concerned. It also reinforced co-ordination of police Formations and other government departments.


Assistant Commissioner (Operations) Cheng Yiu-mo stressed that the Force undertakes the first responder's role in safeguarding public safety and order in connection with any major incident affecting Hong Kong. He is confident that the Force, with the support of its professional officers, is ready for the challenges ahead.


The Security Bureau will hold "Exercise Checkerboard II" in mid-December, with the participation of the Force, some departments/bureaux and members of the public.
