As an endeavour to foster training opportunities for Force members, the Police College made arrangement for 23 officers to receive overseas development training between October and November in 2017 to broaden their horizons and forge partnership with their overseas counterparts.
United States
Senior Superintendents Chung Wing-man and Kwok Ka-chuen attended a one-month Senior Executive Fellows Programme in John F Kennedy School of Government at Harvard University in October and November in a bid to exchange leadership and executive experience with over 80 overseas participants. The programme, covering strategic management, policy implementation, executive leadership, negotiation techniques and a range of contemporary issues, was conducted by professors who specialised in public administration and the relevant fields. The two officers gained valuable insights in the programme. They also attended other thematic seminars at Harvard and shared their views with Hong Kong students there.
Australia
Chief Inspectors (CIPs) Yu Siu-chuen and Chong Hon-ki joined the Graduate Certificate in Applied Management (Policing and Emergency Services) run by the Australian Institute of Police Management at Manly from November 20 to December 8 with 26 counterparts from Australia and New Zealand. All the participants had to complete self-study on various management and leadership theories beforehand and then conducted discussion, research and presentations on strategic management, public value and policies formulation during the course. Afterwards, Mr Yu and Mr Chong paid a three-day visit to the Australian Federal Police (AFP) Headquarters in Canberra, where they visited the AFP Headquarters, AFP College and other training facilities.
Senior Inspectors (SIPs) Poon Ngok-him and Liu Shuk-kuen completed the Leadership in Action course, organised by the Queensland Police Service (QPS) from October 23 to November 10, alongside 34 disciplined officers from Queensland and Shanghai. The course offered two-week classroom training at the QPS Academy and one-week operational attachment at the Queensland Police Headquarters and local police stations in Brisbane. Mr Poon won Chi Kim Wong Commemorative Award for his outstanding leadership skills demonstrated in the course. Meanwhile, he and Ms Liu took the opportunity to meet the Commissioner and Deputy Commissioners of the QPS, who shared their leadership experience and strategic thoughts with them.
Sergeants (SGTs) Ku Yuen and Hon Ka-wai took part in a Sergeant Qualifying Programme held by the Victoria Police Academy at Melbourne from November 13 to 23. The training enriched their knowledge of supervision, leadership, handling of complaints, conflict management, family violence assessment and management of emergency and critical incidents, and offered opportunities for them to exchange good policing practices with 19 local participants.
United Kingdom
A 12-member delegation, headed by CIP Soo Wan-lok and comprising three SIPs, three SGTs and five Police Constables, paid a visit to the Devon and Cornwall Police in England between November 20 and 24. The delegates met the Chief Constable and his Deputy, who shared their valuable experience in coping with major incidents. The delegates also exchanged views with other local officers on a range of policing strategies and challenges. Then the delegation visited the Police Command and Control Centre, Local Resilience Forum, Fire and Rescue Centre and National Meteorological Office to learn about their emergency handling strategies and facilities.
Canada
SIPs Ku Chun-nam and Kwok Chun-yee participated in the Senior Police Administration Course at the Canadian Police College in Ottawa from November 14 to 30. They joined with 17 Canadian officers to explore the skills required to be a successful senior manager and administrator in today's policing environment. They conducted research on a policing issue and then delivered a presentation to a panel of experts. Afterwards, Mr Ku and Ms Kwok called on the Toronto Police Service (TPS) to meet with Deputy Chief of TPS Mr Peter Yuen and exchanged views with other local officers on the development and challenges encountered by both police authorities.
Singapore
SIP Lau Ngo-chung took part in the Singapore Police Force (SPF) Command and Staff Course at Home Team Academy for middle-ranking officers of SPF from October 2 to 30. The course started with a two-week leadership training programme in Singapore, covering the topics of negotiation skills, resource management, media management, moral management, community policing, operations planning and handling of major incidents. This was followed by a two-week programme in Western Australia, where the participants received outdoor training about tackling chaos.
