To raise frontline officers' ability to command, co-ordinate and respond in terrorist incidents, the Emergency Unit of New Territories North (EU NTN) conducted a counter terrorism (CT) exercise in Tuen Mun District (TMDIST) on December 8, 2017. Over 230 officers from various units participated in the activity.
The exercise simulated the discovery of components and a manual for bomb making during a stop-and-search of two suspects. Upon investigation, officers found that the accomplices of these suspects were making improvised explosive devices (IEDs) in a nearby hut and holding a number of hostages.
Officers of EU NTN, TMDIST and Counter Terrorism Response Unit (CTRU) swiftly arrived at the scene to rescue the hostages through immediate tactical intervention. The Explosive Ordnance Disposal Bureau was also called to render safe the suspected IED. Meanwhile, other accomplices of this terrorist group launched an assault in a carnival in the vicinity by ramming a vehicle towards the participants and attacking them with knives. The officers quickly subdued four terrorists and screened the participants to locate the last terrorist. Also participating in the exercise were NTN Regional Operations Wing, the Police Tactical Unit (PTU), the Quick Reaction Force (QRF), the Regional Crime Wing, the Regional Command and Control Centre of New Territories (RCCC NT) and the Police Public Relations Branch.
Earlier on November 22, EU NTN held a workshop under Project GRIZZLY to strengthen frontline supervisory officers' professional knowledge in handling CT incidents. Thirty-five officers from four NTN Districts; the Operations Wing, EU, PTU, QRF and Traffic Police of NTN; and RCCC NT attended the workshop. The programme covered the latest global terrorist situations, behaviour observation techniques and responsibilities of frontline supervisory officers in a terror incident, followed by a tabletop exercise. The project was initiated in 2016 with an aim to raising the CT awareness of officers and enhancing their capability in responding to terrorist incidents.
