After the Force Steering Committee on Human Resources Management studied a progress report of the Project Rookie Pilot Scheme at New Territories North (NTN) Region, it decided to extend the pilot scheme to other land Regions in the first quarter of 2018 so as to collect opinions from more police districts for a comprehensive review.


In a bid to enhance on-the-job training to officers who have just completed foundation training, the Police College and the Personnel Wing set up a Force Working Group on Mentor Police Constable (PC) Review in mid-2017. The Working Group started the Project Rookie Pilot Scheme at NTN in the third quarter of 2017 in an attempt to encourage enthusiastic officers to join as Mentor PCs.


Recently, the Working Group collected opinions about the pilot scheme from the PC participants, Mentor PCs as well as supervisors and managers concerned. All parties gave positive feedback on the Mentor PCs' commitment and leadership potential. They agreed that the scheme could better meet the officers' development needs and it was decided to extend the scheme to other land regions. When the extended scheme comes to a close, the Working Group will conduct an in-depth review on the effectiveness of the scheme and make recommendations for consideration of Force-wide implementation.
