Some police districts and divisions have started implementing winter precaution measures to protect public life and property in light of the Chinese New Year. More districts and divisions are going to launch similar publicity activities in the next few weeks.


Border District


Border District (BORDIST) collaborated with the North District Fight Crime Committee (NDFCC) to launch a Winter Precaution Publicity Campaign on January 3, 4 and 5 in Ta Kwu Ling, Lok Ma Chau and Sha Tau Kok Divisions to raise residents' anti-crime awareness. Led by Acting Commander of BORDIST Wong Tak-cheong, Chairman of NDFCC Mr Deng Kai-rong and its members, Chairpersons of three Rural Committees and their members as well as Senior Police Call members handed out leaflets on prevention of crime and illegal discharge of firecrackers and fireworks to the public at Lo Wu Border Control Point and villages in BORDIST.


Tuen Mun District


Tuen Mun District (TMDIST) held the "Crime Watch" Kick-off Ceremony cum Promotion of End-of-year Winter Precaution Campaign at Tuen Mun Civic Square on December 9, 2017. Commander of TMDIST Mak Wai-man, District Officer (Tuen Mun) Ms Fung Ngar-wai, Chairman of Tuen Mun District Council Mr Leung Kin-man and Chairman of Tuen Mun District Fight Crime Committee Mr Lee Hung-sham kicked off the event and presented prizes to winners of the Anti-Shop Theft Stickers Design Competition. Then some officers distributed promotional leaflets, red couplets and red packets to passers-by at Tuen Mun town centre.


"Crime Watch" aimed to strengthen communication and co-operation among the Police, shopping mall management and retailers in the district to develop a fight crime network. A total of 157 retailers and property management companies have so far participated in the programme.


Western District & Central District


Western District (WDIST) and Central District (CDIST) staged a Year-end Fight Crime Publicity Campaign jointly with Central and Western District Fight Crime Committee (C&W DFCC) on December 8, 2017, outside Western Police Station to raise residents' awareness of the messages of "Beware of Deception", "Guard against Sexual Assault", "Avoid Theft" and "Stand Firm against Drugs".


WDIST Commander Chan Yee-lai presented appointment letters to 32 Evergreen Ambassadors to engage the community in fighting crime. Other officiating guests included a representative of Central and Western District Office Ms Wong Man-ling, Chairman of Central and Western District Council Mr Yip Wing-shing, Chairman of C&W DFCC Mr Yeung Man-lee, Chairman of Crime Prevention Working Group of C&W DFCC Mr Ip Yik-nam, Chairman of WDIST Junior Police Call (JPC) Honorary Presidents Council Dr Lam Wai-wing, Chairman of CDIST JPC Honorary President Council Mr Yip Chun-nam, Chairman of WDIST Senior Police Call (SPC) Honorary President Council Mr Chan Wai-chuen and Chairman of CDIST SPC Honorary President Council Mr Lam Pak-cheong. All of them handed out fight crime leaflets to residents and patrons of shops and restaurants to remind them to stay vigilant of crime.


Kowloon City District


Kowloon City District (KCDIST) and Kowloon City Road Safety Campaign Committee organised "KCDIST - Winter Precaution and Road Safety Publicity" on December 8, 2017. Two artistes, Ms Mak Ling-ling and Mr Shek Sau, were appointed as Fight Crime Ambassador and Senior Police Call Ambassador of KCDIST respectively. The two ambassadors joined hands with Chairman of Kowloon City District Council Mr Pun Kwok-wah, Chairman of Kowloon City District Fight Crime Committee Mr Siu Chor-kee, Chairman of Kowloon City Road Safety Campaign Committee Mr Ho Chi-kai and a number of District Councillors and Senior Police Call members to distribute anti-crime leaflets and souvenirs to citizens in Hung Hom and Kowloon City, reminding them to guard against fraud and pay attention to road safety as well as raising shopkeepers' security awareness.


Marine West Division


Officers of Marine West Division (MWDIV) handed out leaflets on anti-telephone deception, crime prevention and sea safety to fishermen at Tuen Mun Typhoon Shelter on December 29, 2017, as part of their efforts to step up publicity about winter precaution. Commander of MWDIV Wong Wai-hong visited the fishing community to remind them to take precautionary measures ahead of the Spring Festival.


Marine North Division


Marine North Division (MNDIV) conducted a winter fight crime promotion campaign with New Territories Fishermen Fraternity Association on December 28, 2017. Commander of MNDIV Ip Chi-kuen, together with Director General of the Association Mr Wong Yung-kan and a representative of fishermen in Sam Mun Tsai New Village, Mr Shek Kwong-yin, distributed leaflets and souvenirs to villagers at Sam Mun Tsai Village, Yim Tin Tsai Fish Culture Zone and Shap Sze Heung Fish Culture Zone to remind them to beware of thefts.
