The Critical Infrastructure Security Coordination Centre hosted two security seminars under the theme of "Resilience Building Counterchallenge" on January 30 and 31 with the attendance of over 400 key stakeholders from the public and private critical infrastructure sectors. The event was organised in collaboration with the Security Bureau (SB), Cyber Security and Technology Crime Bureau, Explosive Ordnance Disposal Bureau (EOD), Crime Prevention Bureau, Key Points and Search Division, Counter Terrorism Response Unit and Emergency Unit of Hong Kong Island.
The seminars featured an innovative opening by demonstrating immediate tactical intervention in front of the audiences to show the Force's capabilities in tackling a series of simulated terrorist incidents, such as knife attack, active shooter, suicide bomber and hostage-taking. It also re-emphasised the golden rule of counter-terrorism (CT), "Run (away from danger) – Hide (in a safe place) – Report (to the Police)", to stay safe during any terrorist attack or emergency situation. The participants were encouraged to formulate their standard operating procedures, contingency measures and recovery plans for strengthening the resilience of their personnel, systems and facilities.
Through presentations and on-site display, SB and the relevant Force units provided the latest information on Hong Kong's CT strategies - "Prevention, Preparedness, Response, Recovery", CT capacity of the Force, crime prevention through environmental design, global cyber security situation and challenges, behavioural observation technique, vehicle ramming and other non-conventional terrorist threats. The event received favourable feedback and enhanced co-operation with the sectors, reassuring them that the Force has the determination and capability to deal with any major incidents and terrorist situations.
