The Operations Wing of New Territories South (NTS) conducted a tabletop exercise, codenamed "WOODNEEDLE", on January 11 to enhance the effectiveness of communication between the Regional Operations Room and District Operations Rooms during major incidents.

The exercise simulated a series of large-scale public events over some controversial issues, with the protestors blocking main tunnels, occupying MTR exits and a theme park, causing chaos and jeopardising public safety. The exercise aimed to test whether the Operations Rooms could disseminate information timely and accurately and make proper recording of decisions made and resources allocated. The Force Mobile Command Unit was stationed at Sunny Bay as a Forward Command Post.

The exercise provided an opportunity for the participating units to familiarise themselves with the procedures of running the Operations Rooms and the Mobile Command Unit, as well as enhancing interaction among formations in NTS in the event of a major incident.
