To ensure an efficient and effective handling of the Force's tender exercises, the Finance Wing held an annual briefing on June 6 for 214 officers who take up tender work recently. The participants included Executive Officers, Senior Inspectors and Inspectors.


Since 2013, the Force Tender Committee (FTC) has been authorised for approving tenders for procurement of stores and services (excluding services for construction and engineering works) as well as revenue contracts with a value above $1.4 million but not exceeding $5 million. To this end, speakers of the briefing explained to the attendees about the principles of Government procurement, Dos and Don'ts in handling tender matters as well as common irregularities observed by tender boards/FTC.


The attendees considered the briefing useful in increasing their understanding of the FTC, procurement principles and actions required in preparing a tender exercise.


From 2017 onwards, the Stores Management Division of the Finance Wing offers further training for officers annually to better equip them in adopting the Force's templates for tendering of security services as well as cleansing and supporting services. Two half-day workshops, held in mid-April this year, were well received.
