Deputy Commissioner (Management) (DCP MAN) Chiu Wai-yin delivered a keynote address at the 11th Cambridge International Conference on Evidence-Based Policing at the University of Cambridge, the United Kingdom, on July 9. Over 200 renowned academic experts, law enforcement leaders and researchers from around the world attended the conference.


On the invitation of the Institute of Criminology of the University of Cambridge, Ms Chiu attended the conference from July 9 to 11 in the company of Deputy Director of the Hong Kong Police College (HKPC) Dr Chiu Sau-mee and Superintendent of the Learning Projects Division Yip Kit-fai. The theme of the conference was "Transforming Police Outcomes With Research".


In her speech titled "Evidence-Based Policing and Management", Ms Chiu shared with the audience the successful experience of HKPC in collaborating with the University of Cambridge in running the Master of Studies in Applied Criminology and Police Management. She elaborated that the proactive and focused approach of evidence-based policing was not only applicable to crime prevention and reduction, but could also play a pivotal role in addressing management issues through critical and innovative thinking.


In the margins of the conference, Ms Chiu met with some 40 Hong Kong students in their first and second years of the Master's Degree programme in Applied Criminology and Police Management. The programme is a two-year part-time postgraduate course, with half of the teaching conducted in Hong Kong and the other half in Cambridge, the United Kingdom. Whilst the majority of the two cohorts were Hong Kong police officers, the other students came from the Correctional Services Department, the Customs and Excise Department and the Independent Commission Against Corruption. The students shared the progress of their studies and proposed research topics with Ms Chiu. They also expressed their gratitude for the precious development and networking opportunities.


After the conference, Ms Chiu and the two HKPC representatives visited the Metropolitan Police in London on July 12, during which the Metropolitan officers shared their experience on the management of Professional Standards and Digital Policing.
