A 12-member Force delegation headed by Director of Personnel and Training Li Kin-fai attended the 70th anniversary event of People's Public Security University of China (PPSUC) and the 10th PPSUC International Policing Forum in Beijing from October 11 to 13.
Apart from Hong Kong and Macao, 31 countries participated in the anniversary event and the forum. The theme of the forum was "Police Training Cooperation in the context of Global Security Governance". A total of 27 delegates of the participating countries and regions presented their respective theses in the forum.
On behalf of the Hong Kong Police Force (HKPF), Chief Inspector (CIP) Wong Chi-kin who has been seconded to the PPSUC and Police Constable Shum Sze-man of Training Coordination and Liaison Division of the Police College compiled a thesis, titled "The Role of a New Police Training Institute Cooperation Platform in the International Policing Arena". Mr Wong gave a presentation of the thesis in the forum and his presentation was well received by the audience.
The HKPF and the PPSUC have maintained a long-term training partnership. Since 2001, the HKPF has been sending delegations to the PPSUC to attend its Mainland Development Programmes (MDP). Until now, over 1 200 HKPF officers have participated in MDP at the PPSUC. In addition, starting from 2007, one CIP is seconded to the PPSUC annually to give lectures to its students about topics such as police affairs in Hong Kong and professional English in policing. The CIP is also responsible for facilitating training and visits to the Mainland as well as promoting exchanges and cooperation between the two sides.
