Marine Region conducted an inter-departmental counter-terrorism (CT) exercise, codenamed "WEBTWISTER", on November 28 to strengthen the co-ordination of the departments concerned in fighting terrorism. It provided an opportunity for frontline officers to enhance their preparedness to respond to a mass casualty incident and better understand the concept of immediate tactical intervention.
The exercise simulated a terrorist attack on a turbojet ferry carrying over 60 passengers from Macao to Hong Kong. As a number of armed terrorists ambushed the passengers, officers of the Small Boat Division were deployed to make immediate tactical intervention and neutralise the threat.
A total of 318 representatives from Marine Region, the Emergency Unit of Kowloon West (KW), Contingent Two of the Police Tactical Unit of the Operations Wing, the Police Dog Unit, the Marine Department, the Immigration Department, the Fire Services Department, the Customs and Excise Department, the Government Flying Service (GFS), the Department of Health and a ferry company took part in the exercise. The exercise increased public confidence in the handling of terrorist incidents by the Force.
