The Organized Crime and Triad Bureau (OCTB) conducted the Anti-Organized Crime Command Course 2018 for 28 delegates from the Ministry of Public Security (MPS) between December 10 and 14. Led by Deputy Inspector-General of the Criminal Investigation Department (CID) of the MPS Mr Tong Bishan, the delegates comprised CID representatives and criminal investigation commanders from 24 provinces and municipalities. The number of delegates marked a record high since the launch of the course in 2016.


The course, running for the fourth time, aimed to promote sharing of knowledge and experience between local officers and the Mainland delegates in combating organized crime and triad activities. The course covered Hong Kong's legislation against organized crime and triads as well as local officers' skills in investigating this type of crime. It also outlined the scope of work of various units of the Crime Wing and presented case studies on cross-boundary co-operation.


The OCTB invited representatives from the Force and the Hong Kong Jockey Club (HKJC) to give sharing sessions for the delegates. Arrangements were also made for the delegates to visit related units and organization such as the Detective Training Centre of the Police College, the Hong Kong Port Police Base of Hong Kong-Zhuhai-Macao Bridge (HZMB), Marine Headquarters and the HKJC. The visits enabled the delegates to learn about the diversity of police work in Hong Kong, covering the training of criminal investigation officers, police work at HZMB as well as strategies for combating human smuggling and unlawful gambling.


At the closing ceremony, Assistant Commissioner (Crime) Ho Yuen-ha thanked the delegates for their participation and experience sharing, thereby strengthening mutual understanding and co-operation of the two law enforcement authorities. Hong Kong officers also gained valuable experience from the delegates and this helped enhance the service quality of the Force.
