The Operations Wing of Kowloon East (KE) conducted an inter-departmental counter-terrorism (CT) exercise, codenamed "AIMHIGH", at Hong Kong Children's Hospital on December 9. The exercise aimed to enhance the interoperability between the Force and the Hospital Authority (HA) in responding to terrorist attacks.


The exercise simulated an attack by several armed terrorists on people in the hospital. The terrorists took visitors as hostages. The Emergency Unit and the Counter Terrorism Response Unit swiftly dealt with the incident and subdued the terrorists with the support of the Police Tactical Unit and the Police Negotiation Cadre. Representatives from different KE Formations and the HA attended the exercise as observers.


After the exercise, the police units conducted a sharing session for HA representatives, and displayed their equipment to show how the Force tackles terrorist incidents. HA Senior Manager Mr Andy Kung said the exercise was a good opportunity to raise the CT awareness of the staff before the opening of the hospital, and strengthen the connection between the Police and the HA.


Acting KE Regional Commander James Betts said the exercise enhanced the professional capabilities of the officers as well as the collaboration of the frontline units in handling terrorist incidents. He expressed gratitude to the HA for offering the venue for the exercise and looked forward to further co-operation to ensure a safe community.
