The Detective Training Centre (DTC) of the Police College ran a series of seminars, entitled "Project 154", for over 5 600 frontline officers in 2017 to strengthen their capability in gathering evidence and giving testimony in court. Riding on the success of the seminars, the DTC organised in 2018/19 a new series of sharing sessions, entitled "Project 857", on taking cautioned statements.
The sharing sessions aimed to enhance the competencies of frontline officers in handling arrests. More than 1 300 officers, ranked from Police Constable to Senior Inspector in Police Tactical Units and Emergency Units of the five Land Regions, took part in 22 sharing sessions between March 2018 and January 2019.
DTC training staff explained in detail the rules and directions for questioning suspects and taking statements, highlighting the principles of fairness and voluntariness for a cautioned statement to be admissible in court. They also shared their experience in applying the rules and directions. The sharing sessions received positive feedback. The participants said the sessions were practical and relevant to their work.
The DTC will continue to run the sharing sessions in the coming year to strengthen the professional knowledge and confidence of officers in performing police duties.
