Chairman of the Independent Police Complaints Council (IPCC) Dr Anthony Francis Neoh inspected a passing-out parade of 34 probationary inspectors (PIs) and 222 recruit police constables (RPCs) at the Police College on February 16.
Speaking at the ceremony, Dr Neoh said that this year marks the 175th anniversary of the Hong Kong Police Force (HKPF), and that Hong Kong has remained one of the safest and most stable cities in the world over the years. The number of crimes in the city dropped to a new low last year. He attributed these to the professional training of the Police College and the Force's commitment to serving the community.
Dr Neoh pointed out that in the context of a rapidly changing society and increasing public expectations, police officers inevitably face many challenges. He added that the IPCC and the HKPF share the same goal of enhancing the service quality of the Force. The IPCC has put forward recommendations from time to time to enhance police work.
Dr Neoh hoped the graduates would be able to maintain public confidence in the Force, treat others with empathy, abide by the law, discharge duties in accordance with the law and strive to uphold law and order.
