The Force Search Unit (FSU) made arrangements for three instructors from the United Kingdom (UK) College of Policing to conduct a Counter Terrorism Security Coordinator Bespoke Course for 25 officers in Hong Kong from March 11 to 22.


The course was run for Inspectorate officers and Superintendents charged with counter-terrorism (CT) responsibilities. The participants were selected from frontline Formations, operational units at the Police Headquarters as well as the Command Cadre.


The College of Policing is a professional training body for the police in England and Wales. In the UK, Counter Terrorism Security Coordinators play a special role in assisting their commanders to develop CT security plans for major events, co-ordinate resource allocation, monitor operational effectiveness and conduct after-action review.


The course for Hong Kong officers covered a wide range of topics, including the framework of CT security co-ordination plans, CT risk assessment and strategies for mitigating terrorist attacks. The participants were required to complete a series of group assignments, exercises and examinations. The course was well received by the participants. It provided valuable opportunities for them to analyse security operations from different angles, thereby enhancing the overall capabilities of the Force in CT and risk assessment.
