The RenoSafe Scheme was launched in 2013 as a crime prevention programme to preempt building renovation crime. The scheme is spearheaded by an inter-departmental working group that involves the Force, the Urban Renewal Authority, the Independent Commission Against Corruption, the Competition Commission and relevant bureaux/departments.
Since then, participating in the RenoSafe Scheme has become mandatory for buildings applying for maintenance subsidies such as the "Operation Building Bright 2.0", the "Fire Safety Improvement Works Subsidy Scheme" and the "Lift Modernisation Subsidy Scheme". With over 2 500 successful applicant-buildings, they all have to join the RenoSafe Scheme. Once formally enrolled, these buildings will be required to display RenoSafe publicity materials, co-operate with the participating government departments and public bodies such as to inform and provide the Police with details and records of owners' meetings or the election of the building's corporation, and proactively report information of any unlawful act. Meanwhile, anti-triad officers provide RenoSafe member-buildings with timely professional advice, direct contact channel and operational support.
On March 21, the Organized Crime and Triad Bureau (OCTB) conducted a briefing on the latest development of the scheme for 150 anti-triad officers and Police Community Relations Office (PCRO) staff members. Senior Manager of the Urban Renewal Authority Mr Peter Dy was invited to speak about the prevalent interferences to building renovations by unlawful entities and the tendering platform under "Smart Tender", which is another mandatory pre-requisite for buildings seeking public subsidies.
Meanwhile, the first three RenoSafe public enrollment sessions were held. Over 390 buildings have been enrolled as RenoSafe member-buildings. More enrollment sessions will be held across the territory in the coming months.
Details of the scheme including a training video series are available under OCTB's "Our Work" on Police Intranet (POINT) for officers' reference. Members of the public can access the information of the scheme on the Police Public Page (https://www.police.gov.hk/ppp_en/04_crime_matters/cpa/cpa_renosafe.html).
