Under the arrangement of the Hong Kong Police College, Senior Superintendent Cheung Hoi-yan attended the Senior Executive Fellows Program at Harvard Kennedy School in the United States from June 2 to 28.


The program was designed for senior government executives across the globe with the aim of enhancing their leadership skills and professional ability to weather challenges in a volatile and rapidly evolving world. Through a unique case-study method at Harvard, the participants learned to develop strategic plans for shaping the organisational environment to respond to short-term changes and to accomplish long-term strategic goals.


Ms Cheung said, "It was a precious opportunity for me to learn from prominent Harvard professors and former key government officials from different countries. The program did not provide model answers to specific real-world situations but led the participants to adopt a new strategic thinking approach to explore issues from the perspective of decision makers. Through a series of case studies for individuals as well as group exercises, I exchanged views with young leaders from different backgrounds. This helped strengthen my strategic thinking and analysis skills in meeting future policing challenges."


Under the Force Knowledge Management Framework, Ms Cheung will conduct an experience-sharing session in her Major Formation to pass on the knowledge acquired from this program to other colleagues.
