The Family Conflict and Sexual Violence Policy Unit (FCSV) of the Crime Wing Support Group participated in the Inter-departmental Exercise Drill on One-Stop Service on September 25. The drill was organised by the Social Welfare Department (SWD) to strengthen collaboration between government departments and non-governmental organisations (NGOs) in handling sexual violence reports. Over 70 representatives from the SWD, the Hong Kong Police Force, the Hospital Authority (HA), the Forensic Pathology Service (FPS) of the Department of Health, the CEASE Crisis Centre (CEASE) and RainLily took part in the drill.


Under the "one-stop" service model, police officers, whenever practicable, would arrange a sexual violence victim to receive medical treatment and forensic examination and give a statement in the same public hospital to reduce travelling time and minimise the need for the victim to repeat his or her unpleasant experience.


Since 2017, the FCSV has organised the Liaison Event on One-Stop Service, in which lectures and experience sharing sessions were held for participants from different disciplines to strengthen their collaboration and efficiency in handling sexual violence reports. An Inter-departmental Exercise Drill was introduced this year. Frontline officers from different disciplines handled a simulated case of sexual offence and acted as observers. A debriefing session was held after the drill for the participants to share their experience.


The drill provided a realistic platform for the participants to familiarise themselves with the relevant protocols for handling sexual violence reports. The participants also took the opportunity to observe the roles of other disciplines to enhance their cooperation in future.


During the debriefing session, the participants shared their experience and observations about the drill. The opinions were consolidated and would be studied by different stakeholders with a view to enhancing the existing mechanism. Furthermore, Forensic Pathologist of the FPS, Dr Tsang Chak-chi; Senior Manager of the HA, Mr Andy Kung; Supervisor of the CEASE, Ms Pandora Liu; and Executive Director of RainLily, Ms Linda Wong, spoke about their work procedures and exchanged views on each other's role in handling sexual violence reports.


The FCSV will continue to enhance inter-departmental cooperation in handling sexual violence reports and strengthen training to frontline police officers, in a bid to provide better protection and support services for sexual violence victims.
