The President of International Police Association Hong Kong Section (IPA HK Section), Chief Inspector Tam Man-hoi, attended the 64th IPA World Congress in Dubrovnik, Croatia between October 8 and 13. Delegates from 65 countries or regions discussed the new strategic plan as well as socio-cultural and professional exchange programmes of the IPA during the congress.
The opening ceremony was officiated by the International President of the IPA and the President of IPA Croatian Section at the Marin Držić Theatre. It was followed by a parade in the Old City of Dubrovnik with delegates wearing their police uniforms.
A special arrangement was made for the President of IPA HK Section, Mr Tam Man-hoi, to deliver a presentation in the congress. Mr Tam spoke about the background of the recent social unrest in Hong Kong and the latest situation on how the Hong Kong Police Force (HKPF) is dealing with the unrest. The International President of the IPA, Mr Pierre-Martin Moulin, expressed empathy to Hong Kong police officers and conveyed full support on behalf of the IPA's International Executive Board to the HKPF for its great efforts in maintaining public order.
The IPA World Congress is an annual assembly for all sections. This year, the congress provided a platform for the Hong Kong Section to disseminate updated and accurate information about the latest situation in Hong Kong to other delegates. Relevant video clips and photos were shown during the presentation to provide a true picture of Hong Kong. Mr Tam also shared his views with other police officers, especially the French police as they are facing similar challenges.
The IPA is one of the largest organisations for police officers in the world. It is a non-governmental organisation which aims to promote service quality and friendship among its members. The association has 72 national sections or regions with more than 360 000 members. Serving or retired, regular or auxiliary officers are welcome to join the IPA.
