The Identification Bureau (IB) has won the Testing and Certification Manpower Development Corporate Award from the Hong Kong Council for Testing and Certification (HKCTC). The HKCTC launched the Testing and Certification Manpower Development Award Scheme in 2021 in recognition of testing and certification bodies that have attached great importance to talent training and professional development.


On December 22, 2021, Chief Superintendent (Crime Support) Yu Hoi-kwan and Senior Superintendent of IB Chan Sing-cheong received the award from the HKCTC Chairman, Professor Albert Yu, during the award presentation ceremony at the Hong Kong Convention and Exhibition Centre. The award not only acknowledged IB’s achievements and efforts made in the personnel training and human resource development, but also strengthened the credibility and professionalism of IB’s forensic testing services.


IB continuously strives for improvement in the field of quality management and talent training. Having acquired the ISO/IEC 17025 accreditation (specific for testing and calibration laboratories) since 2017, IB further gained accreditation under the Hong Kong Qualifications Framework at Level 4 in April 2021 for its in-house training programme, namely “Professional Certificate Programme in Fingerprint Detection Technology”. This eight-week programme provides comprehensive training to IB officers and equips them with specialised laboratory skills and fingerprint detection techniques in developing fingerprint traces by chemical and other scientific means. The first batch of trainees of the newly accredited programme will graduate in January 2022.


Chan Sing-cheong stressed that training of talents is of paramount importance in passing on professional skills. He remarked, “Fingerprint detection and identification is a specialised field. IB will continue to devote resources in staff training and technological development to strengthen the professional standard of IB’s forensic services and support frontline officers in the investigation of crimes.”
