Expert panel to formulate strategies
The Cybercrime Policing Advisory Panel (CPAP) orchestrated by the Cyber Security and Technology Crime Bureau (CSTCB) has been established since December. Twelve experts and leaders from the academia, education, commercial chambers, finance, information technology, telecommunication and public entities have been invited to be panel members.
In his opening remarks at the inauguration ceremony, Commissioner Siu Chak-yee said that faced with the rising technology crime figures and anticipated emerging cyber threats in the future, CPAP is established to deal with these challenges in the digital era. He expected that with the members’ expertise and visions, CPAP could assist the Force in formulating short, medium and long term strategic directions to strengthen the Force’s digital policing capabilities in combating cybercrimes.
CD-Link Training Programme for sharing messages
For staff training, CSTCB launched a new training programme “CD-Link”, the short form for CSTCB & Detective Link, between November and December, to promote the culture of life-long learning to meet the continuous challenges posed by technology crimes.
The first wave of CD-Link was “Crypto Asset Overview and Bitcoin Tracing”, in which CSTCB trainers, together with Technology Crime Investigation and Response Cadre (TCIRC) instructors and Regional representatives, conducted ten technology crime investigation training sessions in a “physical-and-remote” hybrid training model for all frontline crime officers at all Regions. Over 3 000 frontline crime officers were trained.
Guidelines to enhance professional abilities
CSTCB has also published the Virtual Asset Investigation Guidelines, which cover the trading methods of virtual assets, common types of related crimes, key notes for fund flow analysis and the submission of stop-payment request for virtual asset, etc. The Guidelines enable the frontline investigation officers to understand the possibility of tracing the digital wallet via fund flow analysis, and obtain subscriber details of the suspicious accounts via cooperation with virtual asset service providers and stop fraudulent payments. The Guidelines also contain samples of witness statement and crime messages for reference. It is now available on CSTCB’s webpage on POINT.
