Kowloon East (KE) conducted a joint departmental major incident exercise, codenamed SKYHOVER, with the Fire Services Department (FSD), Civil Aid Service, Hong Kong St. John Ambulance, Hospital Authority (HA) and Hong Kong Association for Conflict and Catastrophe Medicine at Sai Kung on November 21 to enhance the capabilities and interoperability of the Force with different government departments in handling major incidents.
The exercise simulated extreme weather and sudden rainstorm which caused life-threatening situations such as tree collapsing, landslide and storm wave. A Joint Forward Control Point and triage were set up to coordinate the rescue. Over 380 officers from various formations joined the exercise, including KE’s Field Command Team, Operations, Crime, Emergency Unit (EU), Police Tactical Unit (PTU), Small Unmanned Aircraft Cadre (SUAC), Wong Tai Sin District Crime Unit, Sai Kung Division, Marine East Division, Information Systems Wing and members of introductory Police Oriented Tactical Emergency Medicine Course. Students of schools in the region also joined the Exercise. 3R Solution was applied in the exercise for the commanding officers to grasp real-time location and situation of frontline rescuing parties to enhance the efficiency of the operation.
NTN
New Territories North (NTN) conducted a major incident exercise codenamed QUICKSKILL with the FSD , HA, Government Flying Service, St. John Ambulance, Transport Department and Highways Department at Castle Peak Road – New Tai Lam, Tuen Mun on November 25 to strengthen the ability of officers in planning and executing inter-departmental major rescue operations.
The exercise simulated a serious multi-vehicle collision traffic accident that resulted in mass casualties. More than 370 officers from various units, including NTN’s Regional Headquarters, EU, Traffic, Crime, PTU, Quick Reaction Force, Tuen Mun District, Marine West Division, SUAC, Force Media Liaison Cadre and Complaints Against Police Office joined the exercise. A Casualty Enquiry Centre was set up for handling public enquiries and matching information about missing persons and casualties via Major Incident Investigation and Disaster Support System.

Hong Kong Island (HKI) conducted an inter-departmental major incident exercise, codenamed STRONGGUARD with the University of Hong Kong, FSD, HA and Hong Kong Association For Conflict and Catastrophe Medicine on December 3.
The exercise simulated an accidental leakage of chemical substance inside laboratory block, resulting in large number of casualties. The exercise adopted 3R Solution to provide accurate positioning of missing students and biometric data of the rescue team to enhance the effectiveness of operations. Participating units included HKI’s Regional Response Contingent, EU, PTU, Traffic, as well as members of Project ACHIEVE, Police Mentorship Programme and Police Oriented Tactical Emergency Medicine Course.
