The Force has always adopted an active recruitment strategy to attract high caliber candidates with the required skills to become recruits. As the number of Hong Kong students opting to continue their studies in the Mainland has been rising in recent years, this cohort has become a key target for the Force’s recruitment exercise. Due to the pandemic, many Hong Kong students in the Mainland cannot come back before completing their studies. To facilitate their application, the Recruitment Division (RECDIV) conducted the Police University Recruitment Express (PURE) on university campuses in the Mainland (PURE Mainland) for the first time to recruit final year Hong Kong students in the Mainland to join the Force. It is anticipated that these recruits can begin their foundation training as early as August 2023.
Between November 7 and November 26, Superintendent of RECDIV Chan Shun-ching led a 19-member delegation comprising Police College instructors and Recruitment Spokespersons to visit the Jinan University and Huaqiao University in Guangdong and Fujian Provinces respectively. PURE Maindland was conducted for the first time for Hong Kong students studying in these universities. Recruitment information was introduced and recruitment selection procedures, including Group Interview for Police Constable, Final Interview Board for Police Constable, Written Examination for Probationary Inspectors, Selection Interview for Auxiliary Police Constable and Physical Fitness Test were explained to facilitate these undergraduates to apply for police inspector, police constable and auxiliary police constable posts in advance. RECDIV also recruits students to join the Police Mentorship Program (Mainland) for strengthening connections with the students who aspire to become police officers. Through this PURE Mainland, RECDIV has gained a better understanding of these students’ view on returning to work in Hong Kong and reviewed the Force’s recruiting strategy.
RECDIV received 106 applications from final year Hong Kong students who are currently studying in the Mainland and 234 applications for joining the Police Mentorship Program (Mainland) during this visit. These students provided a very positive and keen feedback towards this PURE Mainland, which indicated their passion and interest in policing work.

As a graduate from Jinan University, I take pride in returning to my alma-mater as a Police Recruitment Spokesperson to share my experience in policing work with the undergraduates of the university. When I graduated three years ago, there was not PURE Mainland and I did not have the chance to join Police Mentorship Program (Mainland). I therefore encouraged fellow undergraduates to treasure this opportunity. Many students were very keen to take part in various selection processes and asked information regarding the application. I am very grateful for their feedback.

I was amazed by this recruitment exercise of the Hong Kong Police Force in the Mainland because of the quarantine requirement, as well as the huge human and material resources involved. My determination in joining the Force was also strengthened. The selection exercise not only facilitated application by the Hong Kong students in the Mainland but also allowed us to undergo the selection procedure on campus.

Having interacted with police officers face-to-face in PURE allowed me to know about the recruitment process more clearly and enhanced my interest in joining the Force. The physical fitness test workshop provided me with more information on the requirement and standard of the test, giving me more confidence in passing the physical fitness test and reminding me to work harder on my preparation. PURE Mainland provided me with a better understanding of auxiliary policing work. I am happy that I have passed most of the auxiliary police interview process this time.
