Hong Kong Island (HKI) conducted an inter-departmental major incident exercise codenamed BROKENPIN with the Fire Services Department, Hospital Authority, Hong Kong Jockey Club and St John Ambulance at Happy Valley Racecourse on November 23, 2023. The exercise simulated a fire which broke out at the betting hall, causing multiple casualties on a race day. The rescue team from various departments arrived at the scene promptly and set up a command post and a triage station for the injured, bringing the situation under control soon. The Force also made use of drones to provide the command post with real-time information to enhance the overall rescue efficiency. More than 400 officers from the participating departments and agencies took part in the exercise. The Force also invited over 200 members of Senior Police Call (SPC) from the four districts in HKI to take part in the exercise.
