Selected Traffic Enforcement Priorities (STEP) 2024 comprising 28 traffic offences was issued on April 8 and has taken immediate effect. Pedestrians, especially elderly pedestrians, continued to be the most vulnerable road user group in 2023. Moreover, goods vehicles, taxis and mini-buses were the vehicle types involving the highest number of fatal traffic accidents while inattentive driving was still the main contributory factor for traffic accidents.
Road safety is one of the Commissioner’s Operational Priorities for 2024. Based on the prevailing trend of traffic accidents and related offences every year, the Force formulates traffic enforcement operations targeting different road users, with a view to changing the undesirable behaviours of road users that cause accidents and obstruction on roads, reducing the number of persons killed and seriously injured in traffic accidents and addressing road safety issues of community concern.
The effectiveness of STEP is measured by outcomes (overall road safety situation) as opposed to outputs (enforcement figures) and more stringent enforcement efforts and operations addressing the above are necessary. As such, Traffic Branch Headquarters will continue to co-ordinate Force-wide thematic operations periodically and align concerted efforts of Regions and Districts to achieve maximum impact with minimum resources.
