Hong Kong Island (HKI), together with the Fire Services Department (FSD), Civil Aid Service (CAS), Government Flying Service (GFS) and various government departments, participated in a cross-departmental major incident exercise codenamed DIMWINDOW co-ordinated by the Southern District Office at Shek O Village and Big Wave Bay Village on May 2, with a view to enhancing the stakeholders’ collaboration, responses and operability after natural disasters.


The exercise simulated cases of fallen trees, landslides and rough sea waves under adverse weather conditions that posed threats to lives and caused missing personnel. Rescue teams promptly arrived at the scene to initiate rescue operations. They established emergency vehicle access routes, assembly points and triage stations to provide first aid and medical assessments for the injured. The exercise also simulated two villages affected by extreme weather conditions. The villagers were orderly evacuated with the assistance of police officers, the Southern District Office, District Council members and District Services and Community Care Team. 


Over 200 officers participated in this exercise, including members of HKI Emergency Unit, Police Tactical Unit, Small Unmanned Aircraft Cadre, Police Community Relations Office of Eastern District, Chai Wan Division and Marine Harbour Division, as well as personnel from relevant government departments. Representatives from the Shek O Village and Big Wave Bay Village also participated in the exercise.

New Territories North (NTN) conducted a major incident exercise codenamed FIRESWEEPER 2024 with Tai Po District Office, District Services and Community Care Team, FSD, CAS, GFS, Drainage Services Department, Hospital Authority, Social Welfare Department and Housing Department at Plover Cove Reservoir and Kwong Fuk Estate in Tai Po District (TPDIST) on May 10 to strengthen the response and co-ordination of the Force with various departments when handling extreme weather.


The exercise simulated a super typhoon that hit Hong Kong seriously, during which the emergency co-ordination centre was activated for various departments to co-operate in a pre-typhoon evacuation and immediate rescue for a series of incidents such as flooding, fallen trees and traffic accidents etc. The departments assisted in handling the casualties through the Patient Tagging System for Multiple Casualties Incidents of FSD. Meanwhile, small unmanned aircraft and the emergency rescue app HKSOS were deployed to accurately locate the whereabouts of the missing persons.


Participants of the exercise comprised more than 200 officers from NTN, TPDIST, Marine North Division and graduates of the Police Oriented Tactical Emergency Medicine Course. At the same time, members of TPDIST Senior Police Call participated as injured or affected persons for the public to experience in person the response capabilities of the Force and other departments in handling major incidents.
