To combat cross-boundary organised crimes and triad activities, the police forces of Guangdong Province, Hong Kong and Macao will launch a tripartite joint operation codenamed THUNDERBOLT in two phases between June and December. This year’s operation is co-ordinated by the Organized Crime and Triad Bureau (OCTB) in collaboration with the Guangdong Provincial Public Security Department and the Unitary Police Service of Macao. The intelligence-led enforcement operation aims at curbing illegal activities of triad societies and organised crime syndicates, neutralising cross-boundary crimes and interdicting the criminals’ source of income.


To facilitate a smooth launch of the operation, Chief Superintendent of OCTB Kwan King-pan presided a preparatory meeting with the tripartite representatives in May, during which they set the objectives of the operation, deliberated the operational details and enhanced the co-operation mechanism.
