Operations (OPS) of Kowloon East (KE) conducted an inter-departmental major incident exercise codenamed BATTLEWIND with the MTR Corporation Limited (MTRC), Fire Services Department, Hospital Authority and St. John Ambulance at Kai Tak MTR Station to strengthen the communication and interoperability of the Force with different departments in dealing with major railway incident, so as to prepare for the commissioning of the Kai Tak Sports Park (KTSP).


The exercise simulated that during the dispersal of an international event held at KTSP, an emergency incident occurred with a large crowd of passengers on board a train, resulting in a halt of the train and multiple casualties. A command post was established at the scene to co-ordinate and direct the entire rescue operation. More than 1 400 officers were engaged in the exercise, including those from the Emergency Unit of KE, Police Tactical Unit, Crime of KE, Ngau Tau Kok Division, Counter Terrorism Response Unit and Casualty Enquiry Unit under Complaints Against Police Office. Moreover, 75 mentees of the Police Mentorship Programme and 1 000 staff members and relatives of the MTRC joined the exercise to understand the abilities of the Force and other departments in dealing with major incidents.
